If you want to get on the train, you can't always wait for the last minute people to get off. Occasionally I've seen people blocking people from getting off, but usually there's still room for them to do so.
Is MTA the Washington D.C. Metro Transit Authority? If not, DC Metro does this too. Given the high numbers of tourists in the area, it makes for an anxious ride. I've heard of families being separated because half of them manage to get off or on the train and the other half don't.
