I.e. our network doe not take them over exceptionally large expanses of water, so they are not required, however a carrier that was going to fly them over much larger stretches of water would be required to have them... Yeah, that's what I assumed was the case although if I was stuck in the middle of the Mediterranean I'd probably prefer rafts to the wing even if land is "only" 200 miles rather than 2000 miles away.
