I'd recommend the Hotel Granvia. I stayed there in 2009 and it was really convenient to do anything in Kyoto (due to the fact that it is part of the Kyoto train station) and it was a really great room too.

Right now I've seen the price be under what you're looking for, but I would guess it depends when you're looking.
