I haven't used any ATM in FRA but the following suggests you won't have any difficulty finding an ATM that accepts VISA.

You don't need an ATM as soon as you land in FCO since both Germany and Italy use the same currency (Euro), unless you want to help the Italian economy by cashing as much as possible in the country.
