Hafa adai! Unfortunately, those "Worldwide Standards" are accepted by many properties as their guidelines, rather than as minimum acceptable standards - whether it's a Hampton Inn choosing to not add edible items to the menu, or a hotel GM choosing not to open a lounge until 7:00 AM. They have been the subject of discussion on other threads, and Hilton does actually make some attempts to enforce them.
The OP's recourse is to show at the lounge for breakfast fully dressed, armed and ready to go to work, with briefcase / laptop bag, etc., eat and get out of the hotel by 0730 - because it sounds like the local GM has made up his/her mind to follow the standards and use them as an excuse to not open for those with working hours.
