I have seen it work both ways. In theory as AN is the operating carrier of the flight, you'd only get 70% for SYD-KIX. However some years ago I flew on a SQ flight on a NZ flight number at the time when a) SQ were only giving MP 70% for Y, and b) SQ were not in *.
I got 100% credit for SIN-AKL and all Premier status miles.
(of course this flight was one of 2 exceptions to the STAR RTW rules at the time allowing these non-alliance flights which may well have had something to do with it being credited per NZ rules).
