My anniversary date for BMI Plus Amex is Sunday, I can't justify the cost of the annual fee, so phoned them up this morning and was told I have to reapply. I've found the initial contact MBNA staff yo be pretty on the ball. If you just have an issue of principle with it then I'd let it go and do a new application. Mine went through in a day after filling in online and calling up (because I wasn't sure of something).
If you're likely to be rejected then you might do better asking if you can do the new application on the phone and explaining why you should get one. I think it was a retentions team who deal with the account closure. They may be able to pre authorise the new account.
