This is correct, I just used it to rent last weekend as I am only 19.
I didn't receive the USAA debit card in time for the rental as I signed up the night before, but the manager accepted a printout of the membership card you receive in the welcome email.
By the way, there is a promo which lets you get upgraded 2 class.
