Why does "the system" seat shift like this? (I can understand when I get bumped back because an extra row of CE has been added etc)

Why am I fed some BS about "operational reason"?

One of the ladies certainly didn't have any status - I clearly saw her BP, her BAEC blue card and her Romanian passport as she was clutching it in her hand on arrival.

Any ideas? It's just another petty little BA thing that niggles me.
I assume there must have been a valid reason and you did get an answer that it was for for operational reasons. This does come across as a tiny bit of DYKWIA i'm afraid and I can't see the relevance of the Romanian passport with regards to a seat changes.

As gtomlinson has said there could have been a variety of valid reasons.
