To have lounge access as a Business Class passenger you should have an outgoing flight in Business Class on TK. Meaning if you landing in Business and leaving in Y class on the outward flight out of IST there is no access.
In your case if you have LAX-IST-BEY-IST-LAX you should travel in Business Class on segment flight 2 and 4 . IST BEY and IST LAX .
In terms of fare paid or upgrade to business with miles or cash as long as you are holding a BP in Business .
