No harm in asking for a manager if you are going to stay a lot and negotiate some perks - the front desk staff might not be able to help you but if you have Platinum status a manager will probably work with you if you are a returning guest. Kill him/her with kindness, it opens a lot of doors.
Also, ask specifically why the rate excludes upgrades.
If it were my company's rate, I would make this inquiries, but if it's a client's rate that's being quoted as the basis for no perk, it's really bad client relations to delve into the system. Companies have all kinds of weird rules (some simply don't want employees flying in F or in suites at hotels even if no cost) and crossing the client's corporate culture is risky.
