As someone who flies EWR 2x a week, good luck trying to get CO to compensate for a EWR delay. If there's a cloud anywhere over the US of A within 24 hours, it'll be blamed on weather, even if one of the engines falls off the plane.
Unfortunately there is no delay code for an antiquated ATC system controlling the Northeast....like you said if there is a cloud anywhere east of the Mississippi River, ATC delays are issued.
Unfortunately, it's not any better going to LGA or JFK.
