Just one correction, the Government has not introduced heavy speed limits on the Heathrow Express, infact the government has not introduced any speed limits.

Railtrack (a private company) is conducting repairs to the track which are causing delays. They won't last forever.... although it is beggining to feel that way.
That's not consistent with my information. Railtrack is currently checking their network - one should say finally after a several severe crashes on their network. The speed limit came due to heavy pressure from the government. If it was actually put in place by the government or not - i don't know for sure and I don't care. Railtrack should just get their act together but this is a whole different story and not one for here.

And Jongar is quite right, if Star needs to look at check-in problems anywhere on its network, Frankfurt would be an excellent start.
Sorry, but this logic is kind of strange.
The fact that FRA has these problems doesn't change the need for more open counters at Paddington. *A probably still has a lot of work left in different places on their network.
