It makes perfect sense - Marriott solicits those they target based upon criteria they deem will lead to the most profitable response. This is there prerogative, and a logical business decision I support.
If you had your way and Marriott didn't target customers they felt would leverage promotions most effectively, it would mean they were passing up the most profitable promotions in favor of sweeping promotions that would be less profitable or perhaps not profitable at all. The correct adjustment? Offer fewer or no promotions. When you skim off the cream, you're left with something less tasty.
