An airside shuttle between T7 and T8 would not be difficult to employ under such an eventuality. True, the JFK Expressway does run between T7 and T8, but there is an airside perimeter road, and T8 Concourse C jets out towards that road. Seems a good strategy to me, if it could be approved by the Port Authority and implemented.
