I can believe it does or that it doesn't, but that there may be more discretion.

I also think there are circumstances in which safety is better off with the parent and child sitting together in the exit row than one where the two are separated on the plane. At 4, the child can walk and unbuckle his seatbelt. The parent is basically going to toss them down the slide right after he tosses the door.
