Like some of you, I also had trouble locating the link to request the GE card. In my case, I had to log into GOES, and then click on the "Trusted Traveler Program" link located directly underneath the "Enroll in a New Program" button.

Then, at the top of that screen, there is a group of 5 buttons, the middle of which says "Request a Global Entry Card." Not exactly easy to find (I've been looking for it for the past week!), maybe they don't want everyone signing up for it at once.
