Are you focused on large cities? If not, I would visit the towns along the foot of the Harz mountains - Goslar, Wernigerode, Quedlinburg... they're all right out of a fairy tale. However, a car would be most practical, but you could do them as you travel to/from Berlin.

Edit: oops, just saw that you won't be renting a car, duh.
