That's not been the case in my experience with LH and LX. In both cases I've received the minimums for short flights even though they credit longer flights at a reduced percentage. Granted this is a different airline but since AE is publishing it on their website I wouldn't expect that we would need to interpret the same wording differently for different airlines.
