I guess it then becomes a management exercise - going through cabin to determine who is listening to cabin IFE and who is actually listening to portable electronic devices. Sometimes it is easier to just apply one rule to everyone.

I agree it can be a little bit annoying, but it is what it is. If this was one of the learnings of the TPE incident, so be it.
