From a *linguistic* standpoint, no francophone is in their homeland in ATLANTA USA. And I hate to break it to you, pal, but they aren't chez eux in Toronto any more than an anglo is in his homeland in Ville d'Anjou. No amount of legislation from any level of government is going to change that reality.
