Has anyone else gotten a sense of ambivalence from Singapore regarding its bid for star alliance membership?

In trying to find out about its status, I get the message that they express interest, but then don't move forward with the plan. For example, the star alliance website announces that Mexicana will join by summer 2000, but only that Singapore "announces plans to join." (note Mexicana announced later, but will end up joining *sooner*)

Are they (Singapore) holding out to see which alliance gets the upper hand, or are they going off in their own direction altogether?
