The PIN is nothing other than the five digit Zip Code (post code) of the billing address. I have purchased gasoline in the USA with my International Dollar Card which is billed to my UK address and therefore does not have a Zip code. I merely entered five 0's or 9's. However, I have not does this recently and cannot say that it will always work.

When you pay at the pump the system automatically authorizes an amount sufficient to fill an empty tank. It might be as much as $100 now. This doesn't mean you will be billed for that amount. Are you sure the attendant actually wants to finalize a charge for a specific amount?
