If your onward connection is on an airline from the same alliance on which you flew in, chances are it will have a presence in that terminal. I have never had the need to use a different airline for onward U.S. connection than the one I fly in to the U.S. on, I have not noticed whether other airlines have counters after customs in DL terminals, for example.
DL has baggage drop of counter in its terminals (2, 3 and 4). I have not seen any other airline counters there.
i understand the point....i don't remember whether delta has a presence in other terminals, like terminal 8 for example....like i said before, the last time i made such a connection was a couple of years ago....if i remember correctly i had to collect my bags & carry them to the other terminal & drop them off there....
