Many airlines now allow headsets to be used during takeoff, landing and up to gate, but for whatever reason SQ choose not to. My theory has to do with people not hearing announcements when listening to their ipods etc, and easier to make sure no-one is wearing headphones, irrespective of source of noise into that headphone.
That would make sense for external headsets and devices, but why restrict cabin headphones? All PA announcements cut through Krisworld programming anyway so even if you were say watching a movie or listening to the inflight music channels you would still hear the announcements.
