I think you are still missing the point. I am talking about a situation when your onward flight s operated by an airline that does not operate from the terminal in which you arrive and go through immigration and customs.
If your onward connection is on an airline from the same alliance on which you flew in, chances are it will have a presence in that terminal. I have never had the need to use a different airline for onward U.S. connection than the one I fly in to the U.S. on, I have not noticed whether other airlines have counters after customs in DL terminals, for example.
DL has baggage drop of counter in its terminals (2, 3 and 4). I have not seen any other airline counters there.
