I find both of these rules quite strange and frankly irritating.
Many airlines now allow headsets to be used during takeoff, landing and up to gate, but for whatever reason SQ choose not to. My theory has to do with people not hearing announcements when listening to their ipods etc, and easier to make sure no-one is wearing headphones, irrespective of source of noise into that headphone.
