If I'm traveling after July 31 (after the promo), why would I ever use paypal on Ctrip if they tack on a 3% surcharge? I must be missing something.

Otherwise I'm better off using a cc that doesnt charge a foreign currency transaction charge (although I probably have to fax/scan my info).
