"MSC" regulation seems to apply to 'interline journeys' only.

I am thinking may be more than one interline journey in a PNR.

If the ticket is AKL-(QF)-SYD-(CX)-HKG, i.e. a stopover in SYD then QF's rules apply for AKL-SYD and CX's apply to SYD-HKG.

If it was a transit in Sydney with baggage being interlined [AKL-(QF)-x SYD-(CX)-HKG] then the allowance for SYD-(CX)-HKG is imposed at AKL.


Let's look at a Circle Pacific. If the ticket is AKL-(QF)-xSYD-(CX)-HKG-(CX)-xSIN-(JL)-NRT-(AA)-LAX-(AA)-xJFK-(QF)-xSYD-(QF)-AKL then there are two "interline" journeys. Here they are and the allowance:
  1. AKL-(QF)-xSYD-(CX)-HKG (Both TC3, sub area applies)
  2. HKG-(CX)-xSIN-(JL)-NRT (Both TC3 and same Sub area, 1st International segment)
