I know at LAX you've got terminal managers in each other terminals and they have at least 2 on call lesser managers who report to them. The TM report to the AFSD's who report to the FSD. In the times when the FSD has resigned, got canned or what ever the AFSD's are the top of the heap until an acting FSD is appointed by DC.
And then you've got HR, Training,Customer Support, Logistics,Command Center, Lost and Found, Payroll, Legal and all the other components that go into running a corporate structure like TSA.
Due to space limitations at LAX things other than screening are offsite at an office building down the street.
I would imagine for most large airports this is also the case but YMMV.
