The Phoenix Convention and Visitors Bureau has a contact page. The Director of Communications is Douglas MacKenzie (email). They're also on twitter.

The AZ Office of Travel and Tourism is the AZ state agency supporting the travel industry. The Executive Director is Sherry Henry (email).

Also couldn't hurt to let US know (via customer service, gov't relations, etc.) that this has not only impacted your desire to travel to PHX, but also your willingness to fly through it.
