Just over a year ago Newcastle did something similar. This airport is owned by local authorities and Copenhagen Airport. There remains a free area (as there is at Edinburgh, though unlike Edinburgh it is not a bus ride away) but the front area by the terminal is chargeable at basically £1 for a few minutes. Beforehand it was free for 10 minutes or so.

A lot of people do all sorts of things to avoid this charge, by being picked up at the petrol station nearby, on the roundabouts, on slip roads. The airport has responded by putting barriers all over the place - and there is a safety issue here since people are crossing the road all over the place. Strange the lengths people go to, having spent any amount of money on flights, but doing everything to avoid a £1 drop off fee.
