Either way it's bad particularly for newly arriving foreigners with no coins - they usually can't get coins from foreign exchange places, so it seems to me to be a bit mean.
I think that LGW luggage carts require a coin but accept GBP, EUR & USD. Not perfect but a pretty good try. The coin is refunded if the cart is properly parked after use.
