You can buy or transfer miles between accounts online. See
http://www.delta.com/skymiles/buy_transfer/index.jsp. There are some fairly large fees involved, so it is usually not worth it unless you are close to an award level. As far as doing it with a phone call, you should face the same fees. If you got an agent to transfer miles for free, then I'd say you were pretty lucky.
