No, two parents are not required to operate the bassinet.
It could be construed as racist, but I don't know. It could just be that the FA really just wanted the seat your boss was sitting in as it was next to the aisle seat that the baby's parent had.
To be honest, I would have been itching to get out of that seat the moment an infant came and sat down next to me. I'm not sure why your boss thought it was a good idea to stay.
If it was me I would have accepted the request, and politely asked the FA to find me a substitute aisle seat to sit in.
Speaking for myself personally, for certain categories of people (pax with infants, pregnant, disabled, very aged) I would positively consider to move my seat if requested in a decent way.
For other types of pax such as general passengers travelling together who couldn't get a seat assignment together by normal means, I would probably politely decline.
