Nursing homes for elderly or those have to lay in bed most of the times would prefer unscented stuff, as the older you get, more times that not one would allergeric to regular formulas. And those have to lay in bed all the time, those people can only use bath oil for shower, as their bodies are extremely dry and itchy because lack of standing up and walking. These are what I learned from my 4 grandparents in different nursing homes. It is just the same as you will never see the common on the shelf products in hospitals.

Actually, these items were requested the last two years, and we collected as much as we could along with other requested items in my workplace for
donation. While I cannot speak to the knowledge of the charity that was collecting on behalf of the nursing homes and which provided us the list of suggested items, I will be sure to recommend to my colleagues that we include unscented items. neither my aunt who was in a nursing home for some years, nor my other elderly relatives developed sensitivity to scented lotions or soaps, so it had not occured to me that a majority would. But I take your point and will so advise others.
