I think it is $4.00 or so to cross from Detroit to Windsor these days, which you pay to the operator of the tunnel/bridge. I have always assumed some component of that fee was a tax to finance CBP operations - much like the 9/11 security fee airlines collect with your ticket. No idea of the percentage though.
