You can move the person out of the checkpoint lane or if not TSA the police certainly can.

TSA can NOT move anyone out of a checkpoint lane, or checkpoint. We have NO authority to physically move someone. All TSA can do is call the police. And maybe - perhaps - they have the authority.
Yet I will point out that people here will question that. The police had not yet decided to arrest her. They could threaten arrest and try to get her to move, but then people here will say that a violation of her various rights (as they are already doing). But that does not mean she will move. Or they could
actually arrest her there - and that WOULD shut down the checkpoint (not in TSA shutting down the checkpoint) as EVERYONE will stop and stare (just like people driving by an accident stop to look).
This woman was not acting rational. I am NOT talking about submitting to the scan or pat down. There are ways to protest that, and she picked a bad way. Yelling and screaming did not make her a rational person. If you think she would have responded to rational request by TSA or the police, sorry, your wrong.
