No, no one should refill anything, it is unsanitary, as the bottles may have touched someone's body, and you don't know what kind of bacteria like skin disease, herpes, stds are transmitted. Besides, it is very time consuming for the maids to wash and refill those tiny little bottles not to over fill or not enough. If they have to dig those bottles out from the trash, it is even more problematic.

If the hotel has the green initiative, they would choose to use recycled materials for the bottles that are also biodegradable. Just the same as those biodegradable plastic utenils in some hospitals cafeteria.
