Actually not really, homeless shelters would work but not nursing homes. Nursing homes for elderly or those have to lay in bed most of the times would prefer unscented stuff, as the older you get, more times that not one would allergeric to regular formulas. And those have to lay in bed all the time, those people can only use bath oil for shower, as their bodies are extremely dry and itchy because lack of standing up and walking. These are what I learned from my 4 grandparents in different nursing homes. It is just the same as you will never see the common on the shelf products in hospitals.

If you saw those items are listed, it is obviously they don't know what they are doing or simply don't care about the people living in there.
