GOES is the online registration system that lets you apply for NEXUS, GlobalEntry and SENTRI.
To answer your question, GlobalEntry is only useful to people travelling from Canada to the US if they travel from an airport in Canada that does not have US Customs preclearance, flying to an airport that has GE facilities. (My home airport, YQR, is an example. I can use the GE feature of my NEXUS subscription flying YQR-ORD or YQR-LAS, but not YQR-PHX, YQR-DEN or YQR-MSP since the latter three airports don't have GE. [I could be wrong about PHX but you get my point.]
If you travelled from YVR, YEG, YYC, YWG, YYZ, YUL, YQB or YHZ to the US, you go through US Customs preclearance at the Canadian airport so to fast track, you need NEXUS, not GE.
