Maglev/subway is an option too. You should be able to catch a cab plenty easy (go in front of the New World Mall 新世界城) though at 8pm. They'll just hop on the N/S elevated to the Nanpu bridge and you'll be at LongYang in a snap.

Money: Cheapest is subway all the way. Or bus. Most expensive is cab all the way.

Time: I think subway to maglev is fastest.

If it's a domestic flight

600 depart ppl square via subway/cab
635 arrive maglev
645 maglev takes off
7pm checkin
His flight's at 8p, which means he needs to leave at around 6p (which you acknowledge in your reply). IME People's Square is one of the more challenging areas in SH to hail a cab, especially at rush hour. For this reason I would probably line up a taxi in advance and let it bring me all the way to the airport (if I was a taxi driver, I wouldn't commit to pick up someone in People's Square at 6p for y40 fare).
