As someone else has mentioned, I'm fairly certain flights from OTP come into T3.

I generally meet up at the cafeteria. When you exit customs, turn left and at the end of the hall (not far), there is a cafeteria with "outside" seating, meaning that there are chairs/tables in the open hall in front of the cafeteria. Great place to meet.
