The NEXT question is why the person was not added to the upgrade list AUTOMATICALLY as the one pass plus account is linked to his one pass mileage account and he gets miles for purchases added each month?????
PS the old CO Insider original posts mention that the One Pass Plus is the "new" World card - and says holders of "these" cards will get the upgrades.
Were the miles from his account? If they weren't, then this can be an issue (i've had issues with that in the past). Also, he is an elite correct? Just making sure.
The whole upgrade thing can be buggy at best. I find myself probably 50% the time NOT on the upgrade list.
