I have been on the phone for 1 hr to Chase now. They say the World card is linked to a One Pass Plus account. They found it very hard to understand that the account was open before One Pass Plus existed and the card is a different design. At last I got a supervisor who understood the problem and has issued a card on the SAME account with the new One Pass Plus design. So at least continental agents will recognize it as valid for the upgrade.

The NEXT question is why the person was not added to the upgrade list AUTOMATICALLY as the one pass plus account is linked to his one pass mileage account and he gets miles for purchases added each month?????

PS the old CO Insider original posts mention that the One Pass Plus is the "new" World card - and says holders of "these" cards will get the upgrades.
