I have friends who work in the Canadian government and they do have access to a list of hotels where Government rates are available. I would imagine other governments would be the same.
There are a couple sites that list hotels at per diem but they don't tend to be on the luxury side even though some of the chains like Ritz Carlton and Park Hyatt offer GOV rates on their websites.
Just for the hell of it I sent a message to my TA and asked if there is a website we can go to or a list that shows all of the hotels in a particular city that offer a Government rate? They replied rather quickly but said they're "unaware" of such a site but did provide a link to military-hotels.us. Anyway, one of the filters on the website is "luxury" hotels and NYC offered these highly touted luxury hotels when I searched
