The legislation only explicitly deals with rerouting to a different airport on arrival. That said, I would expect the ECJ to assimilate the two situations and consider that there is a duty at the departure point as well. Before dealing with formal legal entitlements, though, why not approach AF customer relations, send them the receipt for the train/bus ticket and ask for reimbursement and see what they say?
