Presume that since you are asking for Federal government rates, that you are Federal employee or contractor entitled to use of Federal government rates. Federal TA means the person/entity who handles your decision unit's travel bookings. Different agencies and locations handle differently, but the answer is to call the person you would call if you were sitting in your office and needed to travel somewhere on official travel.
Hahahahahahahah. My TA is the last person I'd call, especially if I want to book a GOV rate at a luxury hotel.
Your best bet is to call the hotel directly and ask if they have a GOV rate and if not, what the best available rate is. I'd much rather pay the additional cost above the GOV rate (and have done so in the past) to stay at a luxury hotel than to stay at some of the locations the Government TA recommends.
