Hahahahahahahah. My TA is the last person I'd call, especially if I want to book a GOV rate at a luxury hotel.

Your best bet is to call the hotel directly and ask if they have a GOV rate and if not, what the best available rate is. I'd much rather pay the additional cost above the GOV rate (and have done so in the past) to stay at a luxury hotel than to stay at some of the locations the Government TA recommends.
