My tolerance is very high. I'm actually finding that the cheapest is to hire from newark, DE. I don't see anything wrong with a $60 train trip out of new york, then grabbing the car from there.
Whats putting my costs up is that I need to have the LDW included as I'm flying in from Australia.
I take it that you do not have a credit card that provides free loss/damage coverage for car rentals.
If you are a foreign national and need to have LDW included in your rental, you should probably price the rental through the car-rental companies' foreign websites (or through a consolidator), as rates obtained through those sites will often provide very favorable rates with insurance included. (I might have to pay more for the rental without insurance than a foreign visitor would pay with insurance -- that's just how the car-rental companies work.)
If you decide to take Amtrak from NYC to Philly or Delaware, check the FT Amtrak forum for possible discount codes. It's also possible to get from NYC to Philly for just a few dollars with Megabus or Bolt Bus, but I think that they will limit you to just one large bag, plus carry-ons. Don't know how much luggage you will be traveling with.
