USB 3.0 ports provide 900mA of power per the specification. The port on your machine might provide more, or a little less. In general, you can't depend on the port to provide > 900mA.
The Seagate hard drives may require 1000mA to start them spinning per their specifications.
Since the Seagate drives could require more power than is available from your USB 3.0 port, it may not work without an external power source. On the other hand, it might work fine.
If you want to avoid a hassle, then getting one with an external power source seems like the best way to go.
